Context
Dashboards are cheap. Governance is harder.
In this environment, teams already had plenty of shipment data. What they did not have was a reliable way to answer higher-value questions: Were ETAs improving or just changing? Were teams maintaining complete operational records? Were invoice and bill line items matching the rules the business actually cared about?
Those questions usually get answered through scattered reports, manager instinct, and painful manual audits. The better opportunity was to encode the governance logic directly into software.
Problem
The core issue was not a lack of data. It was a lack of structured judgment.
- ETA updates existed, but accuracy over time was hard to evaluate.
- Shipment records existed, but completeness and event quality were not being scored consistently.
- Accounting data existed, but line-item correctness still depended too much on human review.
- Managers could see symptoms, but not always where policy was breaking down.
That meant the business had visibility, but not enough operational control.
Constraints
This kind of page is easy to over-promise, so the constraints mattered:
- the relevant signals were spread across normalized tables and semi-structured payloads
- operational and accounting rules were domain-specific, not generic BI metrics
- false positives would make the reports untrustworthy
- the reporting layer had to support action, not just curiosity
- surrounding systems were already live, so the rules had to be introduced pragmatically
The goal was not to build prettier dashboards. It was to turn policy into executable checks.
What I Built
I approached the problem as a governance layer on top of existing operational data.
First, I encoded ETA accuracy as a measurable concept. Instead of treating every ETA update as equivalent, the system compared original and revised timing behavior and surfaced meaningful accuracy signals. That made it easier to talk about forecast quality with evidence instead of anecdotes.
Second, I added rule-based shipment validation. Completeness checks looked for the kinds of operational gaps that cause downstream pain: missing attachments, weak milestone coverage, late or inconsistent events, and other data quality issues that matter in real workflows.
Third, I built accounting-side validation logic. Bills, invoices, and related line items often look acceptable until someone tries to reconcile them under pressure. Explicit validation rules created a clearer way to flag coverage gaps, mismatches, or suspicious conditions before they turned into larger billing problems.
Fourth, I structured the results around action. A governance system that simply emits raw failure counts is not very useful. The output had to help managers and teams identify what was wrong, why it mattered, and where to look next.
Finally, I connected operational and financial quality instead of treating them as separate universes. That was one of the strongest parts of this work. Shipment data quality, ETA discipline, and accounting correctness often fail together. The system made those relationships more visible.
Validation
Validation for governance work is partly technical and partly organizational.
I reviewed:
- ETA histories where teams already knew the story and could sanity-check the metrics
- shipment records with known quality gaps
- accounting cases where line-item validation could be compared to manual review
- report outputs for false positives and low-value noise
The goal was not perfect automation. It was useful signal that teams could trust enough to act on.
Outcome
This changed the reporting layer from passive observation to active governance.
- ETA behavior became easier to discuss in measurable terms
- data-quality issues surfaced faster and more consistently
- accounting validation stopped depending entirely on after-the-fact manual review
- managers got clearer evidence about where policy adherence was strong or weak
This work shows a more senior kind of engineering value: deciding what the business should measure, codifying those decisions, and making quality visible before it becomes a customer or finance problem.
Lessons
Governance is software design, not just reporting.
If teams care about timeliness, completeness, or correctness, those standards need to exist in executable form somewhere. Otherwise the business ends up paying managers and analysts to repeatedly rediscover the same gaps by hand.
Turning those expectations into rules gave the organization a more durable memory and a clearer feedback loop.
